Possible Work Around
I am copying this over from a post I made in the "Stuck on Connecting Returning Player" thread.
I have used this process multiple times over the past few days and it has worked each time:
Turn On PS4, Disc is in system
Make sure the PS4 Network Connection is up
Verify PlayStation Network Services are up
Use a PC or other device to access account.ubisoft.com and unlink PSN account
Start Game, The game will go through ~1 minute of attempting to connect and will go to the image the Eagle with X Start Game
In the account.ubisoft.com browser window, relink PSN account
Hit X to start game
You will go to the Connect Screen and the Club UBI Page will load
Once the Club Ubi Loads, Square button and return to Game
Game starts
I have to do this each time I try to play, which sucks, : but it is still better than waiting at the connecting screen forever and not getting to play at all. I hope this helps some of you.
